The DfT and Transport Scotland have outlined their new pipeline approaches to funding rail enhancements.
The Rail Network Enhancement Pipeline (RNEP) for England and Wales will replace the current system of agreeing five-year enhancement programmes as part of Network Rail’s regulatory control periods. The current enhancement programme has been dogged by cost escalations and project delays.
