Commute Zero: What still needs to be done?

National estimates suggest that commuting accounts for about a quarter of the UK’s transport emissions.

The latest Department for Transport stats from the National Travel Survey (30 August 2023) show that:

  • Outside London, residents in England relied on cars for commuting, with 69% of commuting trips made by car by residents from urban areas excluding London, and this increases to 84% by residents in rural areas.

  • Commuting was the second most common trip purpose, with 119 trips per person. Commuting also accounted for the longest distance travelled with 1,008 miles per person.

Failure to take measures to displace commuting journeys by car seriously undermines any possibility of achieving the net zero emissions set by Government nationally – and, with the introduction of new Local Transport Plan standards next year – local carbon budgets and net zero commitments.

An expert panel will explore:

  • New research finds that many Local Authorities are failing to tackle key Scope 3 emissions reductions, including commuting
  • How leading local authorities are planning for commute zero
  • There is a lack of national-level funding for switching commuting modes – we explore other support options
  • By measuring and tracking commuting emissions, mitigation strategies become apparent: measure, reduce, report 
  • Planning for DfT’s Transport Decarbonisation Plan, future LTPs and forthcoming Quantifiable Carbon Reductions (QCR)
