And now, as the imminent threats from the pandemic recede, concerns about rapid climate change and the need for urgent action on transport decarbonisation are taking their place.

Fast-tracked statutory guidance, published in May 2020, asked councils to reallocate road space for significantly-increased numbers of cyclists and pedestrians. Side streets were closed to through traffic to create low-traffic neighbourhoods and school streets, and to reduce rat-running while maintaining essential access for vehicles.
The £2 billion walking and cycling revolution, outlined in the July 2020 Gear Change plan, aimed at making England ‘a great walking and cycling nation’ and set out the actions needed to make this a reality:?
