2020-2021 has been an unprecedented time for cycling and walking...

National responses to COVID, driven partly by DfT-funded Active Travel monies and partly by necessity, have shown us how much, and how quickly, behaviours and thinking can change. And now, as the imminent threats from the pandemic recede, concerns about rapid climate change and the need for urgent action on transport decarbonisation are taking their place.

Cycle Active City 2021 will showcase:

• what’s been achieved across the UK

• what we can learn from the first phases of rapid scheme planning and delivery

• the ways in which we can embed positive new behaviours and thinking in the long term

• engaging communities in decision-making and design

• embedding active travel as a key element of net zero transport plans

Fast-tracked statutory guidance, published in May 2020, asked councils to reallocate road space for significantly-increased numbers of cyclists and pedestrians. Side streets were closed to through traffic to create low-traffic neighbourhoods and school streets, and to reduce rat-running while maintaining essential access for vehicles.

The £2 billion walking and cycling revolution, outlined in the July 2020 Gear Change plan, aimed at making England ‘a great walking and cycling nation’ and set out the actions needed to make this a reality:?

• better streets for cycling and people

• cycling and walking at the heart of decision-making

• empowering and encouraging local authorities

• enabling people to cycle, and protecting them when they do

• robust behaviour change programmes: policy and funding frameworks need to reflect this
