The Welsh Government is considering the use of former Gatwick Express trains to help alleviate overcrowding on Wales and Borders franchise services.
The Wales and Borders franchise was awarded to Arriva in 2003 with only a small increase in rolling stock. Some additional trains have been procured, but many additional services have also been introduced.
