The Government has not ruled out widening the remit of its independent review of the paused rail franchising programme as it faces accusations that its franchising reforms contributed to the West Coast Main Line fiasco.
The shadow transport secretary, Maria Eagle, has said that ministers’ drive to make rail franchises longer “made it more difficult to calculate which bidder should win”, contributing to the debacle that led to the cancellation of the WCML competition.
