Motorists who were fined for driving in a Hemel Hempstead bus lane are to get their money back after the chief parking adjudicator discovered flaws with the traffic regulation order (TROs) and signage. Hertfordshire County Council is to refund the 30,335 penalty charge notices (PCN) issued since August 2011, which it estimates will cost about £1.26m.
