The Association of Train Operating Companies has set out a route map for train operators to gain greater control over the day to day running of the railway. The plan envisages large sections of the network ultimately becoming vertically integrated franchises, and Network Rail being reorganised into regional businesses prior to the company being broken up and sold off.
