M&S-funded bus service arrives five years late

Tenders for a bus route in South Wales have finally been issued after retailer Marks & Spencer was found to have reneged on a Section 106 Obligation.

In 1999 M&S submitted a unilateral undertaking as part of a planning appeal for a store extension at Culverhouse Cross, an out-of-town shopping area west of Cardiff.
