Chris Bolt took over from Rail Regulator Tom Winsor in July 2004, ushering in a new regime for supervising the rail industry. Bolt is Chairman of the new Office of Rail Regulation. He is also the Arbiter of the Tube PPP, a post he has held since December 2002.
