New private land appeals service gets underway

The new independent parking appeals service for private land in England and Wales began hearing cases from motorists on 29 November. Parking on Private Land Appeals (POPLA) handles appeals by post. The British Parking Association (BPA)?appointed London Councils to operate the scheme under a three-year contract.
