Dumfries & Galloway Council has written off more than £5m of unpaid debt in the past three years.
Finance officials have been left no other option after legal action failed to recover the cash.
The losses are split between Council Tax, business rates, sundry or smaller debts and overpaid benefits.
According to information released under the Freedom of Information Act, between 2008/09, 2009/10 and 2010/11, £3,162,716 in unpaid Council Tax was written off.
