The ITV programme, Exposure, broadcast on 31 October, showed former Rossendales’ civil enforcement agent John Boast undertaking the initial stages of Council Tax and business rate recovery on behalf of the London Borough of Hounslow. An undercover reporter, posing as a trainee, had infiltrated the firm (his application credentials passed scrutiny) and had been assigned to Boast.

The programme revealed Boast using racist language and alleged threatening behaviour and delivering warrants...
