Councils risk locking themselves into rigid, ineffective arrangements with their bailiff partners if they “slavishly adhere to procurement rules”, warns Ian Morris of Lewes District Council in East Sussex.

Speaking at the CCRi event in October, the authority’s head of revenues and benefits expressed concern that self-imposed procurement could become “the new health and safety burden”.
