The August Issue of Parking Review ran a news story on the London Borough of Harrow’s policy of taking a cut of their bailiff partners’ fees. Fern Silverio, the council’s divisional director – collections and housing benefits, defended the policy at the Enforcement Summit, the Parking Review hosted event held at Chelsea FC in July.
