The Protection of Freedoms Bill proposes to outlaw clamping on private land in England and Wales, as well as imposing new limitations on the use of both automatic number plate recognition (ANPR) and covert surveillance by local authorities. But in seeking to win populist applause is the Freedoms Bill, ironically, going to make some forms of anti-social behaviour harder to deter and detect.
