North East Lincolnshire has hired a company better known for building things to enforce parking, writes Patrick McDonnell

An unlikely name has cropped up in the world of civil enforcement. Balfour Beatty, best known for its construction projects, has formed a partnership with North East Lincolnshire Council to manage both on and off-street parking.

But civil parking enforcement (CPE) is just one of a broad range of services that Balfour Beatty Workplace (BBW), one of the construction giant’s subsidiaries, is now carrying out  for the authority.
