Criminal laws dealing with petty offences should be scrapped, according to the body responsible for reviewing the law in England and Wales. In its consultation paper, The Law Commission said regulatory bodies should seek criminal sanctions in only serious cases, leaving minor offences such as farming, food safety, banking and retail sales to civil law, which is usually dealt with through fines.
