A driver who ran up more than £18,000 in penalty charge notices has been declared bankrupt. Claire Williams, a paralegal in Aberdeen, ran up the bill in a year by parking near to her law firm’s office in the city centre. She was repeatedly issued with £60 fines for her black Volkswagen Beetle.
