Transport for London (TfL) is planning a radical overhaul of how it runs its enforcement regime. Changes under its ‘Fair deal to drivers’ programme include increasing the loading observation period from five to 20 minutes and reducing enforcement on Bank Holiday Mondays. Under what will be a more lenient regime, drivers who receive fines will, in some cases, be able to make representations over the phone.
