Penalty charge notice (PCN) levels are now close to a staggering £1bn a year, and around half of these are going to commercial operators. In view of this, the Freight Transport Association (FTA) is stepping up its activities to help its members avoid and manage their costs. When you factor in the cost of processing and appealing PCNs, operators are facing a £600m bill. A growing band of operators are getting £1m worth of PCNs a year.
