The PATROL Annual Award was presented to Torbay Council, which presented an excellent report. It was a unanimous decision by the judges. In looking at the report, the judges were looking for evidence of a coherent parking policy that was well implemented and clearly presented in such a way that a local resident or motorist would have a clear understanding of what the council was trying to achieve and how they were doing it.
