Transport for the North (TfN) has called for further appraisal system changes to address what it argues is a failure to recognise factors that tilt investment away from its area.
The calls come from the second phase of its Northern Appraisal Playbook, with a report that highlights appraisal issues in transport business cases that it argues continue to limit investment in the North, and sets out recommended improvements.
