A man who subjected a Cornwall Council parking officer to a tirade of abuse has avoided a custodial sentence because of a COVID outbreak at Exeter prison.Roy Wilks, 53, was sentenced at Truro Crown Court after pleading guilty to using threatening, abusive or insulting words or behaviour.
The offence was committed whilst Wilks was already subject to a suspended sentence order handed to him previously for transporting more than £30,000 of cannabis.
