Oxford City Council has questioned how councils will be able to direct development to locations that maximise public transport and active travel if the Government proceeds with plans to introduce a zonal-based approach to land-use planning. 

The planning White Paper, Planning for the future, proposed  that local authorities should classify land as either: growth areas suitable for substantial development; renewal areas suitable for development; or protected areas.
