The Welsh Government’s decision not to proceed with the controversial £1.6bn M4 Relief Road around Newport, on cost and environmental grounds, has moved alternative measures up the agenda, including development of rail-based park & ride. A new commission, chaired by Lord Terry Burns, will assess the alternatives and present recommendations to ministers after six months.
