A man who attacked a civil enforcement officer in the West Midlands has been fined and received a suspended prison sentence.
On 1 November 2018 a penalty charge notice was issued to car for parking in a residents-only bay in Poplar Road, Bearwood. The penalty was issued by a civil enforcement officer (CEO) working for Sandwell Metropolitan Borough Council.
