Vehicle keeper liability may come to Scotland

The Scottish Government is considering introducing “keeper liability”, which would mean vehicle owners would have to pay parking charge notices issued on private land where driver cannot be identified.

Currently, Scottish private parking companies can only recover unpaid PCNs from the person who parks the vehicle on their land, but there is no obligation for a vehicle owner to reveal the identity of the driver.
