Manchester City Council may have to repay thousands of bus lanes penalties after an internal review discovered some charges were issued too late.
An error in the council’s automated system meant up to 23,500 penalty charge notices (PCNs) for bus lane contraventions were issued late over a three-month period. The law states that PCNs must arrive in the post within 28 days unless the council needed to check details with the DVLA.
