Councils throughout the country now have the power to almost double the cost of on-the-spot fines for littering. 

The maximum fine for littering and graffiti increased from £80 to £150, from 1 April. For the first time, local authorities can penalise vehicle owners if it can be proved that litter was thrown from their vehicle.
