Up to 12m driving licence holders receive a penalty notice each year, meaning that maybe as many as a third of Britain’s 40m drivers are now penalised annually, suggests new research produced for the RAC Foundation. The extent of traffic and parking enforcement by the police and local authorities is highlighted in a report, Automated Road Traffic Enforcement: Regulation, Governance and Use, produced by Dr Adam Snow, a lecturer in criminology at Liverpool Hope University.
