Who’s who in the British Parking Awards

2017 winners to revealed on 10 March

The winners of the British Parking Awards 2017 will be revealed at an awards ceremony in London on 10 March. The British Parking Awards were launched by Parking Review magazine in 2002 to recognise achievement and best practice in the design and management of parking. With winners selected by a jury of their peers, the British Parking Parking Awards logo and trophy have become a respected and coveted mark of excellence among parking professionals.

Below we provide a guide to the finalists.

Parking Person of the Year

The Parking Person of the Year award is presented to an individual working in parking who has consistently made an outstanding contribution to the sector and represents a 'model of excellence’.

Bob Bruce, customer service assistant, NCP

Bob Bruce joined NCP in 1990, first as a kiosk attendant in Maidstone before becoming a customer service assistant at the Chatham Rhode Street multi-storey car park. Now aged 79, he has become an NCP Training Ambassador, a local expert who trains new colleagues, ensuring they understand how to deliver excellent customer service and practically assist customers.

Vanessa Fyles-Legg, bus driver, APCOA at Exeter Airport 

Vanessa Fyles-Legg is a bus driver and customer service advisor. In addition to her usual roles, she also provides cover for the site supervisors when needed. Despite living with cancer, she has proven her commitment to her role. She has worked towards five external qualifications and taken a multitude of internal training courses.

Nathan Lewis, customer service assistant, CP Plus at HS1

 In September 2016 Nathan Lewis found a distressed man sitting on the edge of the roof of the multi-storey at Ashford International. In a calm and careful manner, Lewis was able to persuade the man to get off the wall and talk. He led the man to the car park office and cared for him from the team until the police arrived.

Fred Williams, parking monitoring and maintenance officer, Ealing Council 

Fred Williams has worked in the parking service at Ealing Council since 2003. His work places him in the heart of the community and he has been the face of Ealing Parking Services for many members of the public, interacting with shopkeepers, motorists, police officers and the wider community.

The Intelligent Parking Award

The Intelligent Parking Award is for operators, system developers and other organisations that have implemented innovative or smarter approaches to parking management.

APCOA and Southwark Council: SCANaCAR

When it implemented a new controlled parking zone in Denmark Hill, Southwark council opted to use paperless, virtual permit system and phone parking. The area is patrolled by an ANPR SCANaCAR vehicle linked to the Agendum app and APCOA’s back office. When a potential non-paying car is detected by the SCANaCAR, enforcement officers are directed to check it out.

Clearview Intelligence and Next: Bay monitoring and dynamic guidance

The car park at Next’s flagship store in High Wycombe, Bucks, have been fitted with bay sensors that give the retailer real-time information on occupancy. Information on where available parking can be located is relayed to arriving shoppers via dynamic signs.

Indigo UK: The learning management system

Parking operator Indigo has created an online training system that is used to induct new staff to the company and deliver courses in conflict resolution, health & safety and customer service. Over 100 modules have so far been created using videos, animations and interactive tests.

Manchester City Council and NSL: Intelligence-led deployment

The use of Cognos software and Geoconcepts mapping technology enables Manchester and NSL to analyse where PCNs are being issued and then design more effective beats for CEOs. The aim is to ensure traffic moves freely within CPZs and limited kerbside parking is maintained for shoppers and visitors.

Nottingham City Council: Workplace parking levy

The key aim of the workplace parking levy (WPL) scheme is to place a charge on the use of commuter parking place to encourage employers to manage and potentially reduce the amount of free workplace parking places they provide. Levy revenues is ring-fenced for the improvement of public transport, travel planning schemes.

Traffic Penalty Tribunal: FOAM (Fast Online Appeals Management)

The tribunal has developed a web-based online appeals system that is accessible from mobiles, tablets and PCs. FOAM is designed to make the appeals process easier and more transparent for motorists, local authorities and adjudicators.

The Parking Futures Award

The Parking Futures Award recognises innovative service providers that are transforming the way in which parking is provided and managed.

Cobalt Telephone Technologies: Space – The final frontier?

The RingGo ‘Space Availability’ solution is designed to help drivers locate available parking bays within an easy walk of their desired destination. The system’s screen display presents drivers with an estimated ‘percentage free’ figure using a traffic light system of red, amber or green coloured pins.

JustPark: Dynamic pricing

JustPark has developed a dynamic pricing system for car parks that uses data on driver demand to automatically update tariffs in real-time, in turn driving higher revenues for operators at no upfront cost. The solution is designed to be easy to integrate with existing management systems and to yield results at sites of all shapes and sizes.

Parkopedia: Autonomous valet parking

As autonomous cars become a reality, where and how will those cars park? Existing parking infrastructure is not suitable for autonomous cars since information on available locations is inadequate. Parkopedia has created a new service for autonomous cars by leveraging machine learning and computer vision to build accurate 3D indoor parking maps for autonomous parking.

Westminster City Council and Zipcar

Westminster City Council and Zipcar have transitioned over 25% of the car club fleet to zero emission capable plug-in hybrid cars. The objective of the project was to demonstrate what is possible through collaborative working and to act as a template for roll-out across London. 

The Front Line Award

Parking can be a challenging profession. This award is dedicated to parking personnel who engage with drivers and the general public as a part of their day-to-day activities. This award will recognise excellent customer service, communication skills and community engagement.

HS1 and CP Plus

CP Plus manages parking at four HS1 stations between St Pancras International and the Channel Tunnel. The car parks are run by customer service assistants who help ensure that travellers make their train connections, suspicious items are dealt and other problems resolved without disrupting rail services.

Kent County Council: The Responsible Parking Squad

The Responsible Parking Squad approach provides secondary schools with resources and support to engage with drivers, encouraging them to do their ’homework’ when it comes to parking properly and safely.

Plymouth City Council: Civil enforcement team

Plymouth’s front line officers don’t just undertake parking enforcement. They act as ambassadors, helping tourists to the historic city. They work with the council’s corporate fraud team to tackle the misuse of Blue Badges. They have also been trained in awareness of dementia, child exploitation and modern slavery.

Westminster City Council: Anti-engine idling campaign

The dedicated engine idling team has been dubbed the ‘air force’ by The Evening Standard. The team’s role is to raise awareness and enforce engine idling at key known local hot spot areas within Westminster. 

Parking Team of the Year

Parking Team of the Year recognises the work of both on and off-street parking operations, as well as back office/support services, such as IT, press, marketing, maintenance and service departments.

Brighton & Hove City Council

Brighton & Hove’s parking team works in partnership with enforcement contractor NSL to manage street parking across the resort. It is coordinating Blue Badge fraud detection work in the Sussex region via Operation Bluebird. The team has also created a multi-channel approach to engagement with the public at a customer service centre, online and via social media.

Gunwharf Quays, Portsmouth

The car park at this Land Securities’ shopping centre has a dedicated team of parking staff that provide customer assistance, undertake security patrols, monitor CCTV and maintain systems. The whole team has been on a Welcome to Excellence Customer Service Course and all passed.

HS1 and CP Plus

The HS1 rail service has four stations – St Pancras, Stratford, Ebbsfleet and Ashford International. Each station has parking provision managed by CP Plus, whose customer service assistants manage payment systems, provide on-site security and deal with potential emergencies.

Shared Parking Service, Royal Borough of Kensington & Chelsea and London Borough of Hammersmith & Fulham

The fully integrated Shared Parking Service for the Royal Borough of Kensington & Chelsea and London Borough of Hammersmith & Fulham was established in 2014 with the aim of: taking the best from each borough; driving forward service improvements; and making savings from shared contracts and a streamlined organisational structure. It was also important for each borough to maintain sovereignty, respecting the policy choices of elected members.

The Parking Partnerships Award

The Parking Partnerships Award recognises partnerships that are deeper and more ambitious than a conventional term contract.

London Borough of Barnet and Capita

London Borough of Barnet’s 10-year partnership with Capita’s Customer Service Group, formed in 2009, included the end-to-end process for parking and assisted travel service. The partnership covers: parking enforcement, which is provided by NSL; bus lane enforcement; customer service calls; handling representations and appeals; issuing parking permit; debt recovery; and the maintenance and provision of parking infrastructure.

Croydon Council, Conduent and Newlyn

Faced with the problem of uncollected debts, Croydon Council and its partners developed a link between the warrants issued to enforcement agencies and the VRM and location information captured by its CEO and back office system. Any matches are flagged up automatically in real-time.

Disabled Motoring (UK) and the British Parking Association: Disabled Parking Accreditation (DPA)

Disabled Motoring (UK) developed the DPA to improve standards of disabled parking provision and enforcement across off-street car parks. By working in partnership with the British Parking Association, Disabled Motoring (UK) says it has achieved a much higher standard for site visits and also accelerated the speed at which car parks join the scheme. 

Dorset Councils Partnership Parking Scheme

The Dorset Councils Partnership’s objective is to deliver high quality parking services on behalf of three local authorities: North Dorset District Council, West Dorset District Council and Weymouth & Portland Borough Council. The team is responsible for over 90 car parks located in 13 towns spread across a geographical area of 1,077 square miles.

Heathrow Terminal 5 Safer Airport Team, APCOA Parking and Heathrow Airport

The Heathrow Terminal 5 Safer Airport Team is a team of police officers and community support officers who work with APCOA Parking to target persistent offences, motor vehicle crime, bag thieves, shoplifters, vehicle drive outs, rough sleepers, organised criminal activity and anti-social behaviour. 

Parkonomy.com and Car Parking Management

The relationship was originally based on Parkonomy.com becoming Car Parking Management’s cashless payment provider. Over time it has become an open working partnership that covers every aspect of CPM’s business, including social media posts and the creation of car park signage.?

Southwark Council, APCOA and the Metropolitan Police

For many years Southwark residents complained about garages and car body repair workshops parking dangerous, untaxed and unsightly vehicles on the road, taking up resident parking spaces and ruining the look of the streetscape. The council, its parking contractor and the Police have worked together to tackle this problem.

Westminster City Council and Zipcar

Westminster and Zipcar have transitioned over 25% of the car club fleet to zero emission plug-in hybrid cars, each supported by charging infrastructure. YourParkingSpace.co.uk and Confused.com

Confused.com – part of the Admiral Group – has expanded its range of comparison products to include a range of motor insurances and other tools designed to save drivers money. The partnership with YourParkingSpace.co.uk enables Confused.com customers to compare prices and then book short and long-term parking across the UK.

The Exceptional Customer Service Award

The Exceptional Customer Service Award is presented to the parking organisation that best demonstrates a commitment to engaging with motorists in a friendly, professional and caring manner.

B4 Car Park, Birmingham

The B4 Car Park has been designed with a range of customer-friendly services, including: discounted and ticketless parking for members; gated parking for contract clients; 40 cycle lockers; secure motorcycle parking; a customer service office; toilets; baby-change facilities; and a space reservation service.

Traffic Penalty Tribunal: FOAM (Fast Online Appeals Management)

The TPT online appeals service is being rolled out at over 300 local authorities across England and Wales. FOAM has been designed to provide motorists with an easy to use, fast and free way to resolve PCN disputes.

ZZPS

ZZPS specialises in the collection of unpaid parking debts. The company believes that people who are treated fairly and with respect are more likely to respond positively when asked to pay a PCN so has adopted a mainly phone-based approach using operators who do not rely on call scripting or similar tools.

Parking in the Community Award

The Parking in the Community Award recognises people working within the parking sector that have engaged with and supported their local communities.

APCOA and The Dove House Hospice, Hull

Parking operator APCOA has raised funds for a hospice in Hull. APCOA campaigns have included turning off pay stations at its King William Street car park in the city for a week and letting customers pay a parking fee of their choice directly to the hospice’s charity collectors.

Disabled Parking Accreditation (DPA)

Disabled Motoring (UK) launched its car park accreditation scheme to improve parking for disabled people and to reduce misuse of disabled parking bays. The DPA scheme is now managed by the British Parking Association on a nationwide basis.

Kent County Council: The Responsible Parking Squad

The Responsible Parking Squad is a road safety project that tackles unsafe parking around secondary schools. The project toolkit provides schools with a range of materials and ideas through which pupils, parents and teachers can promote a safer parking message to drivers on the streets around their schools. 

LearnPlay Foundation, 3Dnative and Sandwell Council: Digital Road Safety

LearnPlay has developed a suite of interactive training materials featuring animations and live video demonstrations to train parents and young children about road safety, including parking properly.

Wandsworth Council: WAND card - facilitating parking for disabled children

Many children and young people have special needs that are not recognised by the national Blue Badge scheme. The WAND Card gives their parents parking concessions at public car parks, the town hall, schools and hospitals.

Westminster City Council: Anti-engine idling campaign

Westminster suffers from high volumes of traffic that causes congestion, pollution and noise. One of the city council’s actions to reduce pollution is to minimise the number of vehicles that are idling while stationary and causing unnecessary pollution. The city council has worked closely with the community to raise awareness of the issue of air quality.

Young Parking Professional Award

The Young Parking Professional Award recognises the rising stars of parking, who represent the talent of the future.

Ninoshka Martins, apprentice appeals officer, Brent Council

Having graduated from college in 2015, Ninoshka Martins joined Brent Council’s apprentice programme as a member of the parking and lighting team. She has become an adept appeals officer who examines cases in detail, resolving issues caused by CEO error but also identifying attempts by motorists to get around paying.

Ryan Williams, quantity surveyor, USL StructureCare

Ryan Williams joined USL StructureCare on a student placement. After only a couple of months in the role, Williams was promoted to estimator.?He is now working on tender submissions, condition surveys and project management of high profile refurbishment schemes.

Harrison Woods, managing director, YourParkingSpace.co.uk

Over the past year Harrison Woods has built up the online parking market’s portfolio, and the web platform now hosts 30,000 registered landlords. He has also formed partnerships with public parking operators and property companies, as well as becoming the parking partner for Confused.com

Best New Car Park

The Best New Car Park is open to local authority and private car park operators, owners, architects, developers and construction companies that have delivered an outstanding parking facility.

B4 Car Park, Birmingham

Developed by Chatham Billingham Investments, B4 car park is a 752-space public facility built on the site of the former Post & Mail building in the city’s central business district. The underground car park was designed by Associated Architects and engineered by Ramboll.

Feethams Car Park, Darlington

Darlington Borough Council’s 650-space multi-storey provides parking for nearby retail and leisure developments. The concrete-framed car park was constructed by Willmott Dixon, which used the Hill Cannon vertical circulation module (VCM) for its layout. A façade featuring terracotta panels was designed by Napper Architects so the structure would sit well alongside Grade II listed buildings.

University of Leeds Multi-storey Car Park

The University of Leeds’ new car park was designed by CJCT Architects as a landmark building. The 680-space car park has a pre-cast concrete frame. Its façade is made up of geometric aluminium panels that are illuminated with colour-shifting LEDs at night. The scheme also features landscaping, including native hedgerows, pollinating plants and a green wall.

Rose Lane Car Park, Norwich

Norwich City Council has created a public car park that is designed to anchor the redevelopment of the Mountergate area. The 595-space steel-framed structure was designed and built by HUBER. This is a 24-hour facility. During the day it offers public parking, toilet and baby-changing facilities; at night the perforated steel façade is illuminated and the exterior provides a set of toilet cubicles for club-goers.

Waitrose Car Park, Solihull

The new Waitrose store on the edge of Solihull has an integral multi-storey car park offering free parking for the first two hours. There is direct access to the car park from the store. The building’s façade merges seamlessly with that of the store.

Best Car Park Refurbishment

The Best Car Park Refurbishment Award recognises projects that have transformed tired and ageing car parks into safe, attractive and user-friendly facilities.

Loch Street Car Park, Aberdeen

Loch Street serves the Bon Accord and St Nicholas shopping centres. BMO Real Estate Partners and the Trident Building Consultancy commissioned USL StructureCare to carry out a comprehensive refurbishment of the building. Corrosion of steel-reinforced concrete was tackled and the car park was resurfaced and re-lit.

The Meadows Retail Short-Stay Car Park, Chelmsford

Chelmsford City Council commissioned Cemplas to refurbish this shoppers’ car park. The concrete structure was repaired and protected against corrosion, decks given waterproof coatings, and walls, columns and ceilings repainted. The lighting and payment systems were also upgraded.

New Covent Garden Car Park, Nine Elms, London

The multi-storey car park is an example of 1970s Brutalist architecture. As part of a regeneration of the market, the car park has been refurbished by Makers Construction. Its fabric has been repaired and waterproofed. The orginal concrete façade replaced with a steel grid that will support a green wall.

Imperial Road Car Park at the Marks & Spencer Food Hall, Matlock

When M&S took over a key location in Matlock it worked with Derbyshire Dales Council to upgrade the rooftop car park. The parking deck has been given a new asphalt surface by IKO while Radflex Contract Services installed new expansion joints.

Gunwharf Quays, Portsmouth

After 13 years’ operation Gunwharf Quays’ underground car park has undergone a makeover. The works included complete redecoration, rebranding, line marking, disabled bay restoration, new escalators, change from standard tube lighting to LEDs. The car park now has a new customer reception suite. 

Wolverhampton Civic Centre Car Park

The Civic Centre’s basement car park was closed for six months while it was refurbished by VolkerLaser. The car park now has new waterproofed decks, lighting, wayfinding signage and payment systems. 

Best Surface Car Park

Best Surface Car Park Award is presented to an operators that has opened or revamped a surface parking facility of exceptional quality.

Disraeli Road Car Park, Brent, London

Brent Council has upgraded a surface car park that serves a local business area which had been affected by unmanaged parking and issues such as fly-tipping. The resurfaced and relit car park is now controlled by a Traffic Order that enables the council to actively manage the site.

Authorised Vehicle Area, Heathrow Airport

For minicab drivers it is important to be on time when picking up a passenger from Heathrow Airport, but this can often mean arriving early to avoid traffic on the way. When Heathrow’s neighbours expressed concerns about the number of private hire vehicles waiting in local residential areas, Heathrow and APCOA Parking created the Authorised Vehicle Area to help reduce the number of complaints generated.

West Croydon Car Park, London

Croydon Council’s car park is located near West Croydon station and a local shopping street. This popular but rundown local amenity has been upgraded, with new surfacing, lighting and surveillance systems.

Mayflower West Car Park and Plymouth Coach Station

A new surface car park and coach station were created on the site of a jaded multi-storey car park in the heart of Plymouth. The site includes Blue Badge parking bays, motorcycle bays, electric vehicle charging points, a selection of wider general use and accessible bays, as well as ‘dementia-friendly’ spaces.

The Special Awards

The British Parking Awards features a number of special awards that are presented to individuals, organisations and initiatives that the jury regard as having made significant contributions to the parking sector.

The Inspiration Award

The Inspiration Award recognises an individual, group or organisation that has made a significant contribution to improving parking through developing innovative technologies, new management techniques or influencing parking policy through campaigning, writing, lobbying and other works.

The Lifetime Achievement Award

This special award recognises a parking professional who has made an outstanding contribution to the sector. The candidates were nominated by colleagues from within the parking sector.

The Parking & Property Prize

There are people and organisations that are fundamentally rethinking and reinventing the way in which parking is planned, designed, provided, experienced and marketed. The new Parking & Property Prize will be presented to a person, organisation or project from the world of parking and property.

Parking & Property is an annual conference which explore the development, design and management of off-street parking. The event is produced by Parking Review magazine and the Parking Matters Consultancy. The 2017 editon of Parking & Property takes place in London on 8 June.
