Westminster City Council is to start issuing penalty charge notices (PCNs) to drivers of cars, vans, coaches and taxis if they leave engines idling for more than a minute while parked.

Over the past year the council has been running a campaign designed to raise awareness about the environmental and health dangers of vehicle idling, which contribute to high levels of air pollution in central London.
