A Trans-Pennine road tunnel connecting Greater Manchester with South Yorkshire would not open until the late 2030s or early 2040s, according to a new report on the plan.
“The proposed strategic link would be likely to open 20-25 years from now,” says the stage 3 report of the Trans-Pennine Tunnel study by the DfT, Highways England and Transport for the North.
