Civil enforcement officers in a London borough handed secretly recorded briefings to the BBC to reveal concerns over parking regime

Civil enforcement officers working in an east London borough secretly recorded their line manager and a council officer stressing the need to improve the number of tickets they issued. The CEOs’ audio and video footage were handed to the BBC, which was investigating allegations that the council was turning a ‘blind eye’ to misleading signs that could result in motorists being issued with penalty charge notices (PCNs) even when they had paid to park.
