Driver wins case after parking sign obscured by street light’s shadow

The Traffic Penalty Tribunal has overturned a parking fine issued to a Plymouth driver because the restrictions shown on a parking sign were hidden in shadow due to street lighting.

The driver, Paul Whiteley, fought Plymouth City Council for six months against the penalty charge notice (PCN) for parking in a ‘residents only’ space in February. He believed that parking in the area was free after 6pm.
