Westminster’s streets are no longer patrolled by civil enforcement officers (CEOs). Instead the streets are walked by marshals who are briefed to advise rather than penalise. The marshals – who wear distinctive, bright uniforms and sport flat caps – embody Westminster City Council’s ‘Fair Parking’ policy.
