Free resident parking permits are to be scrapped in Portsmouth, with parking zones to continue only where residents are prepared to pay for a permit.
Portsmouth City Council said it can no longer afford to subsidise the scheme, estimating that it costs £380,000 a year to install and maintain residents’ parking zones.
Resident permits were introduced in 1999, with the first permit costing £25, but the charge was dropped in 2003.
