P&D confusion leads to PCNs on Sutton street

Motorists in Sutton have complained after being issued with penalty charge notices (PCNs) on a street that has a pay & display machine but a residents’ parking scheme in place. Drivers said they assumed they could park in bays near the machine if they displayed a P&D ticket.
