The first attempt to apply cost-benefit analysis to England’s concessionary travel scheme has concluded that the benefits of free travel to users exceed the costs of the scheme to taxpayers.
Transport planner and concessionary travel expert Andrew Last of consultant Minnerva has undertaken a conventional cost-benefit analysis of the scheme in England outside London. He presented his findings to last week’s Transport Practitioners Meeting in Birmingham.
