A motorist has lost his appeal against 11 penalty charge notices after it emerged that the Polish disabled badge he was using was fake. Sandwell Metropolitan Council started making enquiries to the Ministry of Transport in Poland after it suspected the badge being used by Adrian Ochman and his wife was not genuine. The council found that the appropriate badge issuing office in Rybnik, Poland, had no record of Ochman.
