The old lady, the bus stop and the Good Samaritan

A man received a PCN after pulling up by a bus stop to help an old lady who had fallen over. The film footage is inconclusive. Should the council cancel the ticket or let it proceed to adjudication and, inevitably, trial by the media?

This is confession time: I get really angry when I see national newspaper headlines such as “Driver fined for stopping after old lady fell”.

To my mind this is the worst kind of news story, as it fuels the perception that parking departments are unreasonable, driven by process and out of touch. It is almost irrelevant, in my view, whether the local authority concerned was within its rights or not to issued the penalty charge notice.
