Almost half of all motorists challenged during a Blue Badge fraud operation in Harrow town centre were found to be parking illegally, the London borough has revealed. Harrow council officers, supported by Harrow Police, seized 16 Blue Badges during a six-hour exercise at the end of July, issuing penalty charge notices (PCNs) to the drivers. The drivers were interviewed and could face prosecution.
