Over four million penalty charge notices (PCNs) are issued by councils outside London, according to the Traffic Penalty Tribunal (TPT). The tribunal’s latest annual report reveals that in 2009/10 the overall number of PCNs rose to 4,245,998, up from 4,035,555 in 2008/09.
