Liverpool’s ‘Catch 22’ over Sefton Park roads

Liverpool City Council is considering introducing parking charges on non-adopted roads to fund repairs in Sefton Park. The council is constrained by a “Catch 22” conundrum which forbids it from using road maintenance funds on unadopted roads. However, the council is only allowed to adopt the road if it is up to “adoptable standards”.
