Parking authorities across England and Wales are gearing up, or in some cases bracing themselves, for the new civil enforcement guidelines in the Traffic Management Act 2004, which is just weeks away. Regardless of whether or not councils are ready, Part 6 of the TMA will replace Part 2 of the Road Traffic Act 1991 on 31 March 2008.
