You may ask whether this is not premature given that, as the new differential charges have only been in place since 1 July. The reason is simple. The Department for Transport (DfT) has proposed, in guidance notes on the implementation of Part 6 of the Traffic Management Act 2004, that differential charges should should be rolled out across the rest of England, and it can be expected that Wales and maybe also Scotland would follow suit.
