GBR legislation needs intergovernmental agreements, says Transport Scotland

The UK Government’s rail reforms will need to be accompanied by intergovernmental agreements because the legislation to establish Great British Railways will change more than it specifies, according to Bill Reeve, Transport Scotland’s director  of rail reform. He also said Scotland was working with the DfT to mitigate the UK Government’s proposed retention of ownership of Scottish rail infrastructure after GBR had been established.
