This week the Government published a ‘Policy Paper’ entitled The Plan for Drivers. It clearly aims to help keep, or bring, those who use cars as their main mode of transport into the Conservative camp. But is it just warm words, or does it shift the underlying basis of transport policy? Peter Stonham takes a detailed look at the document.

The new Government Policy Paper The Plan for Drivers was published, not by coincidence, on the first day of this year’s Conservative Party Conference. It can be no real surprise that the Prime Minister and his colleagues have used this opportunity to come up with a further burst of pro-motoring tub-thumping to distinguish themselves from the anti-car fraternity they claim is on the other side.
