Evidence from the customer responses to the significant improvements in connectivity and journey times delivered by the opening of the Elizabeth Line suggest revisions are needed to the existing elasticity measures used to evaluate schemes that could produce these kind of changes in the service offer. 

TfL’s Director of Public Transport Service Planning, Geoff Hobbs, told LTT that “the average customer on the Elizabeth line has had a 20% reduction in their journey time....
