The RAC Foundation has raised concerns over an increase in the number of parking charge notices (PCNs) being issued to drivers alleged to have breached rules when parking on private land.

Companies managing private car parks issued some 4 million charge notices to motorists between April and September 2021, according to analysis of government data by the foundation and PA news agency.

The high level of enforcement came despite car use being more than a quarter below pre-coronavirus pandemic...
